In conclusion:

  1. Mr Palazzolo is a South African citizen.
  2. Notwithstanding concerted efforts to find something for which he could be criminally charged, the prosecuting authorities could do no better than to charge him for making allegedly untruthful statements in his application for South African citizenship.  For having taken this decision, the National Director of Prosecutions was reprimanded by the Regional Magistrate who found that there was no evidence to substantiate the charge.
  3. We have studied many documents, including documents produced by the South African Police Service, and have not come across a shred of evidence which suggests that Mr Palazzolo is a member of the Mafia or, for that matter, that he is guilty of any criminal conduct.
  4. We consider the persecution to which Mr Palazzolo has been subjected a travesty of justice.
